Parker Morris Standards

The Parker Morris Committee in 1961 drew up an influential report on housing space standards in public sector housing entitled Homes for Today and Tomorrow. The Committee took a functional approach to determining space standards in the home by considering what furniture was needed in rooms, the space needed to use the furniture and move around it and the space needed for normal, household activities. It also highlighted the need for storage space and called for all rooms in the house to be heated. Its standards were expressed in terms of numbers of residents.

Out of the report came the Parker Morris Standards, which were further developed by the Ministry of Housing and Local Government in the publication Design Bulletin 6 - Space in the Home. In 1967, these standards became mandatory for all housing built in new towns and this was extended to all council housing in 1969 (although many authorities had already adopted them). The mandatory nature of the standards was ended by the Local Government, Planning and Land Act 1980 as concerns grew over the cost of housing.

In the private sector, the standards influenced those set by the pre-cursor of the National House Building Council, but these were not mandatory.

There are growing concerns today that even Parker Morris Standards may not be adequate as rooms are used differently now to how they were in the 1960s . English Partnerships (the Government's regeneration agency) has reintroduced minimum standards for all its new homes that are 10% more generous than those of Parker Morris.
