Draft Planning Contributions Supplementary Planning Document – First Consultation

The Council is seeking to update its guidance on Community Infrastructure Levy (CIL) and 'Section 106' planning obligations through the preparation of a new Draft Planning Contributions Supplementary Planning Document (SPD).

The Draft Planning Contributions SPD provides more detailed guidance and advice to that provided in the emerging Local Plan Partial Review. When finalised, it will replace the Planning Obligations SPD 2010 and the Public Art SPG 2004.

The Draft SPD details the type of planning contributions that may be required, the qualifying development thresholds and the level of monetary contribution where appropriate. It also provides guidance on how information relating to financial viability should be received and how this will be assessed. The SPD will operate alongside the CIL Charging Schedule which took effect in the borough in April 2015.

The Council would like to hear your views on the Draft Planning Contributions SPD. The Council is consulting on the Draft Planning Contributions SPD for six weeks, starting from Tuesday 12 September until 11:59 pm on Tuesday 24 October 2017.

The Council will consider any representations received before publishing a second draft for public consultation.

Discussion Group Workshop

The Council is also inviting expressions of interest for taking part in a Discussion Group Workshop as part of the consultation with other interested stakeholders and Council officers.
