Main Modifications (2018) Consultation 23 July to 11.59 pm 17 September 2018

The Royal Borough of Kensington and Chelsea’s Local Plan Partial Review (LPPR) was submitted to the Secretary of State for independent examination on 5 May 2017. Planning Inspector Mike Hayden BSc(Hons) DipTP MRTPI was appointed to undertake the examination with the public hearing sessions held between the 27 February and 16 of March 2018.

Following the close of the examination hearings on 16 March 2018 the Inspector has sent an 'Interim Findings Letter' to the Council setting out his views on certain key issues and outlining the next steps for the examination of the Council's Local Plan Partial Review (LPPR). This includes a consultation on the 'Main Modifications' identified by the Council and discussed during the hearings that are required to make the Plan sound.

The Council has prepared a schedule setting out the Main Modifications. This document, along with the updated Integrated Impact Assessment have now been published for public consultation.

Please note that at this stage representations will only be accepted on the Main Modifications. This is not an opportunity to re-state previous representations, to raise new objections to matters not covered by the Main Modifications, or to seek further changes to the Publication draft of the Local Plan Partial Review. We are seeking your views on whether the Main Modifications are “legally compliant” and/or “sound”. Guidance on legal compliance and soundness are available here

For completeness the Council has also published a separate schedule of minor modifications. These are amendments considered necessary to improve the clarity of the Plan. These include the correction of typos and updates to factual information. These additional, or minor modifications are not considered to affect the soundness of the Plan and do not form part of this consultation

All duly made representations will be recorded and made available to view on the examination pages of the Council’s website as well as being sent via the Programme Officer to the Inspector for consideration. The Inspector anticipates that all issues arising from this consultation on the Main Modifications will be considered through the written representations procedure. Exceptionally, however, the Inspector may decide it is necessary to hold an additional hearing session in order to resolve or clarify any outstanding issues.
