Partial Review of the Core Strategy for the Royal Borough of Kensington and Chelsea with a focus on North Kensington

This is a policy consultation for two planning policies which are being published as part of a partial review of the Core Strategy for the Royal Borough of Kensington and Chelsea with a focus on North Kensington.  This document contains a policy for the protection of public houses and other uses which provide a wider social role, and a policy relating to character and use. The document takes into account the representations received during the previous consultation document ‘Draft planning policy for the protection of public houses and a draft planning policy relating to use and character’ which was consulted on during the early summer of this year.

The Development Plan Document is published in order for representations to be made prior to submitting it to the Government. The representations received at this stage of consultation will be considered alongside the submitted planning policies, which will be examined by a Planning Inspector.

At this consultation stage, regulations specify that you can only make a representation on the way in which the Council has prepared the planning policies and your comments or objections must relate to a matter of legal compliance, or on the actual content in which you can only relate your comments to whether the planning policies have been positively prepared, is justified, effective and consistent with national policy.  We have produced a guide to making representations for this consultation stage.

The Council cannot amend the policies before Submission to the Government, however, the Council is required to prepare a report which outlines the consultation responses received and also recommended changes the Council would make in light of the comments received.  The Inspector will then take the responses into account, along with the Council’s proposed changes when determining the ‘Soundness’ of the policies.

 The consultation period for the document runs from Tuesday 4th September 2012 for six weeks. Your comments must be submitted to the Council by midnight on Tuesday 16th October 2012. We cannot legally take late representations into account
