Application to designate the Lots Road Neighbourhood Area and Forum

Neighbourhood Planning is a community right that was brought in by the Localism Act 2011. It allows qualifying community groups the opportunity to set land use and development policies for a defined neighbourhood area.

The Council is consulting residents, businesses and any other interested parties on two applications which have been submitted to the Council by a local community group, the Lots Road Neighbourhood Forum:

  • a proposal to designate a new neighbourhood area for an area in the Lots Road area of south-west Chelsea,
  • an application for the "Lots Road Neighbourhood Forum" to be formally recognised as a Neighbourhood Forum for the area, in terms of the Localism Act.

If successful, the new Neighbourhood Forum would be the responsible body for bringing forward a Neighbourhood Plan for the Neighbourhood Area, although there is no obligation for the newly designated forum to do so.

This consultation will run for six weeks ending at midnight on 13th May 2022.  

You can comment on any part of either application, but in particular:

  • whether you think that the express purpose of the proposed forum is to promote or improve the social, economic and environmental wellbeing of the neighbourhood;
  • whether you think that the proposed forum is open to individuals who either live or work in the area;
  • whether you think that the membership of the proposed forum includes more than 21 people who live or work in the area and whether this membership is drawn from different parts of the area and from different sections of the community; and
  • whether you think that the proposed Neighbourhood Area is appropriate.

What next?

The Council will consider the applications and any comments received before deciding whether or not to designate the Forum and Neighbourhood Area. Under the Neighbourhood Planning Regulations, the Council has seven weeks from the end of the consultation to publish this decision.

Please note. If the Council accepts this application to designate this community group as the Neighbourhood Forum for the Lots Road Neighbourhood Area no other organisation or body may be designated for that neighbourhood area until this designation expires or is withdrawn.
