Proposed Chelsea Estates Conservation Area

This consultation seeks views on the proposed designation of a new conservation area, which would be known as the ‘Chelsea Estates Conservation Area’. The area under consideration comprises the William Sutton and Samuel Lewis Estates. Both are planned social housing estates dating from the early 20th century.

The estates are relatively early examples of large scale social housing and due to their scale and uniformity are impressive. The buildings are well detailed and as a group are a notable assemblage within the townscape. The housing blocks are of a consistent scale of around five stories and are set around courtyards and communal spaces.

The Council determines that the estates possess historic and architectural merit and are indicative of an important period of development in Chelsea in the early years of the twentieth century worthy of conservation area designation. A draft appraisal assessing the historic and architectural character of the area is published alongside proposed boundary of the new conservation area for consultation. This supports the proposed designation and provides details of the Council’s assessment of the area.

Impact of a conservation area designation

A conservation area designation introduces additional protections and controls over they way owners can alter and develop their properties.

These include:

  • Control over the demolition of unlisted buildings.
  • New development will be assessed against local heritage policies in the Council's Local Plan (see Policy CL3 in particular).
  • Fewer types of advertisements, which can be displayed with deemed consent.
  • Control over works to trees.
  • The requirement in legislation and national planning policies to preserve and/or enhance the character or appearance of the conservation area.
  • Fewer Permitted Development Rights (these allow certain changes to be made without the need for planning permission).

The Council is consulting on the proposed Chelsea Estates conservation area designation and accompanying Chelsea Estate Conservation Area Appraisal for six weeks, starting from 7 February 2019 to 11:59PM on 21 March 2019.
