We believe that the blanket objection to basements below listed buildings based on the impact on the hierarchy of the building is too onerous. A well designed basement can retain the hierarchy of the existing building allowing it to be properly interpreted whilst alleviating the pressure to adapt the existing building to meet the requirements of modern living. It can create a space that is more flexible than the existing building. The policy as it stands is unreasonably inflexible.
