14. We also hope that the Council will be true to its stated policy on expecting the building compound and the skip location can be accommodated on site or in the highway immediately outside the application site. There have been applications for basement developments in mews, narrow cul-de-sacs or under buildings with no vehicular access. In these cases, it may make more sense to site skips elsewhere (provided it is not in front of somebody else’s house) and to bring out spoil by hand. We note, however, that this may be impracticable and that such cases can cause such massive problems to neighbours during the construction that it must be accepted that a basement extension just cannot be allowed. At the very least, the Council should be robust in for instance requiring material be brought in and out by hand where appropriate, and be prepared to refuse applications where the problems would be too great.
