-                 It appears that opinion is guided largely by very vocal groups opposed to basement development while those in favour of or indifferent to basement development generally do not respond to consultation.  The opinions of these lobby groups appear to be taking precedent over the needs of applications.  This lack of balance is reflected in the current consultation document.  There are many sound arguments for the use of carefully designed and well-managed basement developments, which are not addressed in this document. Amongst these are the need to adapt existing, largely Victorian, housing stock in high density urban areas to the changing demands of contemporary lifestyles and the increasing demand for family homes in areas where larger scale development is rarely possible.
